Unlike a TikTok or an Instagram Reel, a Short sits on a normal YouTube video ID, which is why its captions can be read here and theirs can't.

A YouTube Shorts transcript is the Short's caption track. The tool doesn't listen to the audio, so the text is as good as those captions.
YouTube's speech recognition writes them for most talking Shorts, usually within hours of upload. Expect thin punctuation, misheard names and marks like >> for a new speaker or [music].
Some creators add their own, often in several languages. A person checked them, so names and punctuation are usually right. Quote this track when there is one.
No speech, no caption track, no transcript. Dance and slideshow Shorts often fall here, and sung words that do get captions are often misheard.
